Microsoft Microsoft Usability Group:   A source for all things Microsoft regarding usability.
Yale Yale's Web Style Guide:   An excellent resource both for understanding the issues that need to be considered when designing a web site, and for guidance on addressing the issues. (Displayed in a new browser window)
